When you get out of the shower put gel in. Use your finger to scrunch all parts of it. Continue for a few minutes until it starts to dry. Let it air dry, don't blow dry.

use mousse. after taking a shower spread a big ball of mouse through your hair. then brush your hair, and then get another big ball of mousse and spread it in one side and part of the back, kind of pushing your hair upward making it curly. then another big ball and do the same on the other side. if you need use more mousse for the whole hair and just let it air dry.

and for the bangs blow dry them and then straighten them with an iron.

Even if your hair isn't naturally curly or you don't have a perm, you can fake curls easily to look like this. I do once in a while, even though my hair is very straight naturally.

When you get out of the shower, comb out your hair, and apply a lot of strong hair gel. Put more on the lower part of your hair, less at the top. The hair gel will give you that wet look you want.

With your head upside down, scrunch your hair up section by section, and blow dry it untill totally dry. If you have a diffuser on your blowdryer, this is better. If not, you can use your hand to scrunch it and get the same effect, and even though it gets really hot, it works just as well.
