It says to "Process with heat for 10-15 minutes". What does that mean? Can I use a blow dryer and give it heat that way?

Yes. The hair dryer will not hurt your hair. If you go to the salon, they would put you under a dryer anyway.

You need to put a plastic cap on your head sit under a hair dryer to process color evenly with heat.

There's no such thing as permanent hair removal, if you'll talk about Electrolysis method, then maybe there is, as far as electrolysis is involved. But others, well it seems like a scam.
