How can i keep my hair flipped out and stayed flipped out? And how do i get all 3 layers to flip out

I have three lengths to flip out. I can only flip out the bottom layer with the roller brush and blow dryer. I want to be able to flip out all three layers so that it will look cuter and more like the picture that i wanted. How can i separate the other two layers and get them to flip out without looking completely ridiculous?

I've had this same style and what I did was use a round brush as you're drying with a hair dryer. Use the brush to keep winging out your layers until your hair is dry. Then use a pomade all over your hair. Then use a flat iron on tips only. As you're using the flat iron, pull the hair out away from your head. Start with the shortest layer, and work your way down. Then spray the hell out of it! Good luck!

I think you should use the ceramic flat iron.

with a curling iron... I guess the only way you can seperate them is to go to the salon so they can tell you how... good luck!
