Ok I have a 97 Elantra today I went to start it and it wouldn't start but it did turn over and didn't make a clicking noise like it would when the starter was bad It just seemed to be cold so....................a friend of mine thought the same thing and it was cold b/c he used two hair dryers to warm it up and it eventually started what should i do? What is the problem oh by the way it's in newark Ohio and the tempature was about 20 degrees

Cold starting problems are not rare. Use a lighter weight oil, make sure your battery is charged, but your problem sounds fuel related.
Your car is fuel injected, so
#1: Don't pump the gas. Just hold it all the way down.
A block heater will keep the engine warm so that the water that collects in the fuel lines will not freeze.
Gasoline has water in it. when it drops below 30 degrees, the water freezes making it very hard for any gas to get to the injectors.
Heating the engine will melt the water in the gasoline, allowing your car to start.
Find a warm place for your car overnight.
Talk to your local dealer and find what will safely keep your engine warm overnight. That "should" solve your problem.
In the mean time, try the hair driers again tomorrow morning.

two quick things i can think of would be you might need a new battery or at least get yours charged up and change the oil to a 5/30 weight instead of the usual 10/30 weight.
the heavier the weight the thicker it gets in the cold. the thicker it gets the harder it is to turn the engine over.
neither one of these things should cost a lot.
i would do bath.
charge battery, change oil and filter while your at it.
i live in new jersey and it gets Pretty cold here also.
most people don't think to change to the 5/30 weight in the fall when they get their oil changed.

The hair dryers probably didn't make it start. It just eventually started. You might need a tune-up (spark plugs, wires, air filter). Colder weather does make it harder for a car to start. But 20 degrees isn't all that cold. How fast did it turn over? Fast as usual or somewhat slower? If the answer is somewhat slower you should get the battery checked out.
